Publicly funded IVF in Ireland

After years of waiting, couples will now be offered the benefit of accessing fertility treatments in Ireland for free through the HSE.

The government has announced the publicly funded programme with access to IVF, ICSI and IUI treatments for eligible couples wishing to have a child through artificial human reproduction treatments.

This funding covers all the costs of your treatment at ReproMed Ireland, if you are eligible, and can get a referral from your GP to one of the six selected fertility hubs in Ireland, including the National Maternity Hospital in Dublin,Rotunda Hospital, Dublin, Coombe Women and Infants University Hospital, Dublin, Galway University Hospital, Cork University Maternity Hospital, and the Nenagh General Hospital as part of Limerick University Maternity Hospital.

FREE IVF, ICSI and IUI treatments

The treatments covered by the HSE include In Vitro Fertilisation – IVF, Intracytoplasmic Sperm Injection – ICSI and Intrauterine Insemination – IUI.

If you require IUI treatment, you will be referred for either one, two or three cycles of IUI. The number of cycles that you need will have been discussed with you. If you require IVF/ICSI treatment, you will be referred for one cycle of treatment.

All embryos resulting from your cycle will be stored for you free of charge during your treatment. If you are successful in your treatment (live birth), and have remaining embryos from your funded cycle , the HSE will pay for the storage of these remaining embryos for a maximum of two years following the birth of your child.

– Pre-treatment consultation including information about your treatment
– A consent process that covers all elements of your treatment
– Management and organisation of your IVF/ICSI or IUI treatment plan including prescribing any medicines you may need
– Provision of all required ultrasound scans that your treatment needs
– Provision of required clinical and laboratory procedures including egg retrieval, required lab techniques, collection of sperm, fertilisation and culturing of any resultant embryos up to day 6
– IVF/ICSI or IUI procedure itself
– Pregnancy blood test(s) after two weeks
– Pregnancy scan after 7 – 8 weeks if indicated as required

FAQs

What is the general criteria to access publicly funded IVF in Ireland?

The eligibility criteria for individuals or couples to avail of publicly funded fertility treatment services in Ireland are as follows:

Legal Residency: Individuals must be legal residents of Ireland. They should be referred to a Regional Fertility Hub by their GP (self-referrals will not be accepted)

Living Children: Eligible couples must not have any living children from their current relationship, and at least one partner must have no living child.

Previous IVF Cycles: Publicly funded assisted human reproduction (AHR) treatment is available for individuals who have undergone a maximum of one previous IVF cycle, using all embryos created during that cycle.

Voluntary Sterilization: Couples or individuals will not be eligible for publicly funded AHR treatment if either partner/individual has undergone voluntary sterilisation.

Child Well-being Assessment: An assessment will be conducted to ensure the well-being of any children born as a result of AHR treatment, primarily based on a self-declaration form.

Intending Parents: A maximum of two intending parents will be considered for a child born through AHR treatment, and they must have been in a relationship for at least one year.

Age Criteria: The intending birth mother should be within the age range of 40 years plus 364 days at the time of referral to the Regional Fertility Hub, while the maximum age for male partners seeking treatment is 59 years plus 364 days.

BMI Range: The Body Mass Index (BMI) of the intending birth mother must fall within the range of 18.5 kg/m² – 30.0 kg/m².

These criteria are put in place to ensure that publicly funded fertility treatment services are allocated to individuals and couples who meet specific medical and personal circumstances.

Which fertility treatments will be covered by the public funding?

The funding will include the following treatments:

„- Intrauterine insemination (IUI)
- In vitro fertilisation (IVF)
„- Intracytoplasmic sperm injection (ICSI) „
- Frozen embryo transfer

Who is responsible for my care?

After you have received a referral from your GP to a private Assisted Human Reproduction (AHR) Clinic, the responsibility for your fertility journey and treatment will shift to us. When your treatment cycle concludes, you will then be referred back to your Regional Fertility Hub team for a follow-up consultation. We will send a comprehensive discharge summary outlining the medical care you received at ReproMed to the Regional Fertility Hub team.

We will furnish you with more detailed information tailored to your specific treatment plan once you have chosen us. Additionally, we will request both you and your partner to sign consent forms for any treatment we administer. Should you have any questions or require clarification about the treatment or information provided, we will be readily available to address your inquiries.

What are the steps to access the public funding programme?

The patient journey to access publicly funded IVF, ICSI, or IUI in Ireland follows these steps:

Initial Consultation: You will start the process by having an initial consultation with your GP, who will assess your eligibility and determine if a referral to the local Regional Fertility Hub is appropriate.

Referral from Regional Fertility Hub: Patients eligible for IVF, ICSI, or IUI treatments based on clinical indications will receive referrals from the Reproductive Medical Consultant at the Regional Fertility Hub.

Choice of Clinic: The treatment will be publicly funded and provided at an HSE-approved private clinic of the patient's choice. ReproMed Ireland has been approved by the HSE to provide these services.

Treatment: Eligible female patients, under 41 years old, meeting the necessary criteria will be eligible for IVF, ICSI, or IUI free of charge.

If I'm already in the middle of my IVF Cycle, can I avail of the public funding for a refund?

Unfortunately, you can not apply for a refund of your IVF Cycle if you have already started your treatment.

I'm eligible, will I need to cover any costs of my treatment?

You will not need to pay for your AHR treatment if you have been referred by your GP to access the funding.

Is egg/sperm donation included in the funding if IVF, ICSI or IUI are not the options for me?

Unfortunately, egg and sperm donation programmes are not covered by the public funding.

The six Regional Fertility Hubs are based in maternity networks in:

Is there any guidance regarding lifestyle for patients accessing publicly-funded IVF, ICSI, and IUI treatment?

The guidance regarding lifestyle for patients accessing publicly-funded IVF, ICSI, and IUI treatment in Ireland is as follows:

Alcohol: The intending birth mother should consume no more than one or two standard alcoholic drinks once or twice per week. For males, the recommended limit is no more than three to four standard alcoholic drinks per day, ideally, the consumption of alcohol should be no more than 10 standard drinks or less over a 7-day week.

Smoking: Intending parents should be non-smokers for at least three months before undergoing treatment.

Recreational/Illegal Drugs: Intending parents should refrain from using recreational drugs for at least three months prior to treatment.

What if I'm not eligible to access the publicly funded IVF/ICSI/IUI treatments?

If you can't get a referral from your GP due to eligibility for the programme, you will still be able to self-refer yourself to our clinics and avail of these services privately.
